The Study by Global Citizen Solutions – Most Livable City

Global Citizen Solutions evaluated 35 cities across the world. They were selected due to their importance to relocation decisions, including well-known and less discussed destinations.
The Livable Cities Index focus on: cost of living, personal safety, air quality, healthcare quality, ease of settling in, English proficiency, and enhanced mobility. These last two metrics measured at the country level and all of the others at the city level.
Lisbon takes the top spot as the most livable city for expats because it offers one of the most balanced overall lifestyles across all key relocations factors. As it was said before, the cost of living, air quality, and safety are positive points towards the city.
Lisbon also stands out in terms of English proficiency, healthcare and a good connectivity to Europe.

- Salaries are relatively low (in comparison to other European capitals)
- Public services move at a slower pace (more strikes and delays, in comparison to the US)

- Bureacracy can test your patience
- Renting can be competitive (well-located apartments often get taken quickly)
- Cost of living can vary by neighborhood (Lisbon can be affordable in comparison to other capitals, but prices can be more expensive in certain areas/trendier areas)
- Building a social circle takes time (Lisbon has a significant international community, but forming deeper local friendships usually requires patience, consistency, and some Portuguese)
Lisbon remains as one of the most attractive and livable city for expats, offering a mix of good climate, affordability and openness. However, like any major city, it comes with trade-offs that are important to understand before making the move. What looks effortless from a travel perspective can feel more complex in day-to-day living.
So, Lisbon can be one of the favorite cities for expats, but the decision needs to be taken with a clear understanding of both its appeals and realities.
